Football: Membership of UK Football Review Panel Announced

By Prof Dr Ian Blackshaw

The Culture Secretary, Oliver Dowden, has announced the membership of the Expert Panel, which will undertake a wide-ranging review of ownership models, governance of and football finance, as well as a greater involvement of fans in the running of the game.

The Panel will also evaluate the need for an independent regulator of football to be appointed and how this might work, in practice, within the existing framework of regulation of the game by the English Football Association, the English Premier League and the English Football League.

Further details of the terms of reference of the Panel will be found at: https://www.gov.uk/government/news/government-announces-terms-of-reference-for-fan-led-review-of-football.

The setting up of this Panel follows the collapse, at the end of April, of the proposed European Super League, which, amongst others, was strenuously opposed by fans.

The Panel will consist of representatives of fans, former players and managers, current administrators, as well as representatives of the women’s game and independent members. The Panel will be chaired by the former Sports Minster, Tracey Crouch.

Oliver Dowden stated:

This expert panel brings together a wealth of knowledge and experience from across the football family to shape the future of our national game.”

Although the Government has stressed that the review will be fan led, there has been some criticism that fans are not well represented on the Panel.

A final Report by the Panel is expected later in the year.
